This is a local geological phenomenon called "Devil's Slide" I'm not exactly sure what causes the limestone outcroppings. There are some other instances of rock jutting out from the mountains nearby but none are as tall and none are in a pair like "Devil's Slide" If you're interested in seeing it, just drive Interstate 84 about 10 miles west of the I-80 interchange. A small observation platform is available on each side of the freeway.
